Honestly, the Doctor probably would have been exiled off the planet. Public displays of power by an alien inhabitant are strictly forbidden as they tend to attract more trouble than protect from it. Therefore forcible exclusion is generally the policy.

To maintain our political affiliations it's generally a bad idea to have someone challenging the universe just for a good time.
