I would be more interested if I knew the particular reasoning behind your project.

...And once the regret starts, it never goes away. There's always the pitiful excuse we all use when we die- oh, that was my last regeneration. This one's better. But it never ebbs. So I usually try to make other people better, to counter the damage that I've done.

Who is it that you want to give regenerations to? I'm not going to blindly trust you. There are a good many people that oughtn't have them.

If you felt good about these things you'd be tempted to make the same mistakes again.

The case goes for Time Lords too. Not all of us deserve them.

I just said that the discomfort does serve a purpose, in serving you from wronging others again at your whim. You've never listened to me. Maybe if you felt bad for something for once you'd not drive your ad-vvvffffnnn [He makes a face. He didn't like where that was going.] Never mind. It does serve a purpose. You're just ignoring it because you don't want to be wrong. [Good emphasis on that "r" there.]

Oh, nonsense. It has a rather negative effect on my judgement, and to make that particular mistake again, you'd have to revive someone who's been dead for a billion years. I highly doubt that is going to happen. Aside from the fact that I wouldn't do it anyway, because the circumstances have changed quite a bit. [He frowns at that almost-adviser. You're not, hmph.]

No, but there are whole planets full that I've heard about that could do well without them.

What negative affect has it had on your judgement? Besides realizing that you might have wronged someone? And there are other ways to wrong people.

'Wronging' more people [He mostly regrets hurting Omega. Who cares about Narvin and Kay.] is quite negative, I would say. And this are very special circumstances and happenings.

No. Other than not caring about the person you've wronged, there's nothing that can be done. Though be warned whoever you don't care about has no obligation to feel concern for you, and when it's the whole universe it tends to catch up with you.

[And now he rolls his eyes.] He's dead, that's the problem. He can't care anyway. [And was that a reference to the Final Sanction? He won't honour that with a response.] And there has to be something that can be done. It's only making matters worse.

...Narvin? [If not Narvin, then it's Omega... who seems really to be the more likely choice.] Though whoever it is, I honestly don't trust this ship as a location to form regenerations. You've no way to test them and you have no idea how floods would affect them. What if they recorded the personalities we adopt under flood effects? That would be a terrible state to regenerate into.

Rassilon, there's quite literally nothing you can do except be a better man than you were, and find some satisfaction in doing well by someone.

[Got him.] ...There's nothing to be done about it, is there? He wants them, Omega asked me to help, if something goes wrong I am not the one to be blamed. And I doubt any floods can have a negative effect on him.

But it's making me worse. Without this, I wouldn't have bothered with Narvin and we could have avoided that whole mess.
