Your Earth has something like that? I know only of UNIT. One of their high-ranked members has visited my tomb. [The Brigadier had been alright, as far as humans go. At least he had knocked out that pesky Master; meaning less work for himself. But what he knew of UNIT itself didn't sound all that appealing.]

I'm with the Men in Black. We license, monitor, and police alien activity on the planet Earth. Pretty much keep the immigrants safe from the humans and the humans happy and unaware of the aliens living among them. It's intergalactic neutral ground. We also monitor the distribution of alien technology. [He would probably like the Brig if he met him.]

That sounds rather sensible. [He smells delicious bureaucracy...] And well-organized! [He's surprised, but in the good way. Who'd thought that humans could be like this? Maybe they weren't always quite as bad as he had thought -- not that he liked them much. They were still just aliens.] ...Tell me, what do you think of the Doctor? His methods seem to be the opposite of yours.

Honestly, the Doctor probably would have been exiled off the planet. Public displays of power by an alien inhabitant are strictly forbidden as they tend to attract more trouble than protect from it. Therefore forcible exclusion is generally the policy.

[He doesn't hate the Doctor, though. He's got good intentions. But he'd still kick him off the planet if he started making a big show of himself.] The point generally is that alien defectors need to be kept safe from intergalactic conflict and the entire planet needs to be protected from invasion. To maintain our political affiliations it's generally a bad idea to have someone challenging the universe just for a good time.
